During that time they will ovulate and that is when they can become pregnant, with a male dog's help of course. There is only a window of about 3 -4 days that the egg can be fertilized. So yes the female dog has to be in heat to become pregnant. You should spay your female dog though if you want her to live a longer and healthier life.
