No. There is no current program that allows a dsi to communicate with anything, let alone an apple product.
You can get pictochat on your ipod.
If you mean Chatroom then I can answer this. For the DSI (and also DS and DS Lite) the `Chatroom` is called Pictochat. To go on to it, switch on your DSI and (using the D-Pad) go left or right to find Pictochat. Then, simply press A or touch pictochat on the screen to go to it. If there is another person within 30 metres of you then on the interface that is displayed will show you if they are on Pictochat, and what Chatroom they are on (either A, B, C or D) and you can again, either touch the room or press A and you will be on the pictochat room. You actually can. However, the DSi users can have a bunch of different colors (to write with), and the Nintendo DS does not have those. So, Warning: Unless you do not get jealous easily, do not Pictochat with a DSi user using your DSL. ;)

Hmm, I would personally prefer aniPod Touch.
Nintendo Ds is focused solely on gaming (minus pictochat), whereas if you get an ipod touch, you get lowered detailed games, but you also can have videos, music, and applications, my advice is if their/your younger get a ds, and if your older (teens) get them/you an ipod touch
On a Nintendo DS or DSLite, the Pictochat application can be found on the home menu. If you have your system set to boot to the game without going through the main menu, take the game card out before starting the system. On the DSi or DSi XL, the Pictochat application will be on your DSi menu.
