Yes you can sign over your rights to the one child and not the others. However on child support you will not have to pay on the one you signed off on but as for the others that you claim yes you will pay.

In general, parental rights are terminated either preparatory to an adoption, or after a trial in which it is determined that the parent is unfit. In any case, termination of parental rights does not, in itself, terminate child support.
