Nope. If you are American and you are 16 and go over to Germany you can drink beer and wine but no hard liquors. That's the law there. When you are in a different country be sure to look at their laws because some of the laws in other countries are different from here in the United States. Same when a foreigner is here, they have to follow our laws! If you don't follow their laws you can end up in a foreign jail. It doesn't matter if you are from their country or a different one, you still broke the law. So like I said before, i recommend researching the laws of the country you are visiting :)
