First: What do YOU mean by 'embezzlement" as you are using it.
Due to marriage law she cannot actually legally "embezzle" money from joint family funds or joint household accounts.
However, she could be charged with embezzling funds entrustred to the husband (e.g.: he's been appointed Executor of an estate / She is a corporate officer of a family owned business / etc).
