A trial cannot be dismissed. A case can be dismissed before it goes to trial.

A judge can allow testimony if it is within the bounds of admissible evidence, regardless of whether or not that evidence was presented at a prior hearing or trial.

Can you sue if the case is dismissed with prejudice?

Plaintiffs do not charge. They file lawsuits. The plaintiff can always file, but if the case is dismissed with prejudice, a new filing cannot be litigated. If a case is dismissed with prejudice, it means res judicata applies, and a new filing would be dismissed because the issues have already been litigated. If the case is dismissed without prejudice, it means that it has been voluntarily dismissed or dismissed for some reason to allow the case to be refiled and re-litigated later.

Who may be forced to testify against himself?

Yes. This is known as the prohibition against self-incrimination or the right to silence. In the US legal system this is a right guaranteed by the Fifth Amendment."Taking the fifth" means refusing to answer a question on the basis that you may incriminate yourself. It is illegal to convict someone for a crime on the basis that they refuse to testify against themselves.

Why do Maryland schools allow Muslim prayer?

The United States Bill of Rights allows for freedom of religion without discrimination against any religion. I don't know that Maryland schools do allow Muslim prayers, but there is no reason not to. There are schools all over the country that allow religious clubs say prayers everyday. Your question smacks of discrimination and prejudice because someone is Muslim. That is against the constitution.
