If by Victoria you mean the Australian state, and not the English one, then females can be as young as fourteen - men, sixteen. However, you will have to have your parent's and judge's/magistrate's permission. Once a female becomes sixteen, she will then only need a parent's permission, and it is entirely her decision after eighteen years of age (likewise with a male eighteen-year-old).
Though not necessarily required, if the other parent is against the trip, AND provided the trip is not going to interfere with the other parents access rights, it would be best to have a judge sign off on it to avoid a last minute injunction. Even if permission were given, it should be notarized and taken to the Clerk of the Court to be certified, copied, and the original placed in the case file.
CHECK CAREFULLY. If you have travel restrictions you could be in violation if you do. On the other hand, under those circumstances, ask the court's permission for travel. You might be surprised. The judge just might permit it.
