For example,before some battery is fully charged,the voltage has been dropped.however,after some other batteries has been charged for a long time, the voltage hasn't been dropped. And more,although the same battery during the old time and new time show different △V.

So it is normal that the battery charger which used constants voltage will be overcharged battery

Yes everything can be over charged and is not recomended. if you start to overcharge it will heat up and will start to dry out the acid of the battery there for it will loose for how long it will hold the charge and how well it will preform.
