Can a migraine lead to a brain tumor?

No. Migraines have not been linked to brain tumors.

Frequent migraines with aura have been shown to be linked with white matter lesions in the brain over time. These lesions are not cancerous. When doctors identify these lesions, they do not recommend chemotherapy or anything else. Once they are there, you cannot treat them, you can only prevent more from occurring by managing your migraines well.
