However, most Jehovah's Witnesses are aware of the potential problems of marrying someone that does not share their beliefs, (such as has been mentioned, the education of children, possible medical decisions that might have to be made as well as the daily decisions of married life) for this reason they take seriously the apostle Pauls councel to "marry only in the Lord" meaning to marry only one that shares the values, standards and goals of a shared faith.

No sanctions are taken against those that chose to disregard this principle but problems inevitably arise as is always the case, when bible principles are ignored.

Yes, a NON-Witness can marry anyone they want. A non-Witness can even marry a homosexual if the law allows for it. A NON-Witness is not bound by the same precepts of the Witnesses.

The Kingdom Hall is never used to marry NON-Witnesses; but is only used to marry Jehovah's Witnesses in good standing.

In rare circumstances, an elder might officiate a marriage of 2 non-Witnesses who are showing their intent of becoming Witnesses. But the wedding would be outside a Kingdom Hall, because a Kingdom Hall is 'of Jehovah's Witnesses'. Kingdom Halls are not rented out. All weddings in the Kingdom Hall are FREE; with no cost to an officating elder.

The choice of ones marriage mate is of course a personal matter. Marrying outside of the faith carries no immediate sanctions as far a Jehovah's Witnesses are concerned. However, since it goes against The Bible principle to marry "only in the Lord" understood by Jehovah's Witnesses to mean, to marry only those that share their faith, it would be considered an act of unfaithfulness.
