If she's non-religious then surely she is not a Muslim.
Even if she were a Muslim they could marry, I'm sure people would object but people can do anything really. There's nothing to stop them, even if they break many rules they still can do it:
- either she is Muslim (fully religious or missing some Islam commands and practices) then she has to follow the Islam requirement to marry only with Muslim, or
- she declares that she is no longer Muslim, and then she can marry according to her new belief whatever it is.
Believing in Islam is not compulsory but if one believes in Islam it is compulsory to follow, at least, its basic commands; primarily that regarding marriage.

∙ 8y agoThe woman apparently wishes to remain at least nominally Muslim, so a church wedding is probably not possible. However, most Western countries provide for civil weddings, which are becoming increasingly popular. In a civil wedding, your respective religious backgrounds are not important.
