There is no questions regarding criminal history on an application for a passport and having a criminal record will not preclude you from getting a passport. The only way you would get denied with a criminal record is if your parole or probation had a stipulation against getting one.
it most likely would depend on the type of charge and the degree of the offense also if this person committed a crime that was super duper bad you probably would not be able to travel out of the states or your country..... also it depends if you are on probation or not ...
