Yes. The officer can ask the driver if he or she will voluntarily submit to the inspection of the vehicle. The driver can refuse which will be noted on the report. However that does not prevent the officer from searching the vehicle and if there is a suspicion of drugs the officer can request a canine search as well as visual.
In some states, refusal to allow an officer to search a vehicle results in being taken into custody and/or other action.

Taking the keys of a car could technically be considered vehicle theft by the officer. This is not considered necessary in most circumstances. It assumed that a majority of the people will respect the officer and not flee.

This can be necessary during unusual happenings such as a traffic accident or a sports stadium emptying out. Difficult question to answer - because - unless the officer is permanently assigned a "take-home" vehicle, they can be assigned to ANY vehicle on any given day. In addition - if the vehicle bears a particular "beat" or area number it will be used by several different shifts of officers throughout the 24 hour period. If you know who the officer was and what vehicle they were operating at a given time, on a given day, call his unit or agency and give them this information. They should be able to look back in their records and determine which officer was assigned to which vehicle during which period of the day or date.
