Yes, fresh water, especially if it is not fast moving, will freeze. The Polar ice caps show that sea water freezes too.

Water freezes at 32 degrees Fahrenheit, or 0 degrees Celsius. It's as simple as that. In fact, Niagara falls has frozen over a couple of times, during very cold weather.

Not necessarily. The temperature of a river depends on its locality, e.g. whether it is in the tropics or the subarctic and subantarctic. Also, the deeper a river is, the colder it will be.
