Can a small cut by a dentist's tool infected with HIV transmit the virus?

Only if there is HIV-contaminated blood on the tool. For example, if a tool the dentist was using cut an HIV infected patient, and their blood remained on the tool when the dentist was treating you, you will become infected if you ingest it.

What vector carries zika?
According to the US CDC the primary vector for the transmission of the zika virus are infected Aedes species mosquitos (Ae. aegypti and Ae. albopictus). Other vectors are infected mothers who transmit it to their unborn children, infected men who may transmit it to their sexual partners, blood transfusions from infected people, and (very rarely) exposure in a laboratory where research is being performed on the virus.

What Causative Organism Rabies?
Rabies infection is caused by the rabies virus. The virus is spread through the saliva of infected animals. Infected animals can spread the virus by biting another animal or a person. The risk of acquiring HIV infection through kissing is very small. However, people who are not receiving proper therapy can become infected with the virus and transmit it to others. The risk of acquiring a herpes virus infection through kissing is much greater and herpes virus infection is not as harmless as was once believed.

How do HIV spred?
For HIV to be transmitted the virus must already be present, there must be enough of the virus to transmit, and the virus itself must get into the bloodstream. For example: Say that one person decides to engage in sexual contact with an infected person. The only way that HIV can be spread to the non-infected person is for the infected person to already have enough of the virus in their bloodstream. The virus must then pass from the infected person into the non-infected person's bloodstream. Of course sexual engagement is not the only path for the transmission of the virus. Other paths include direct blood contact from a cut or wound of some kind, needle sharing, and it can even be hereditary. for more details google it.
