Yes your gf with a student's visa can very well marry provided she is above 18 or has crossed the age limit as set by the constitution of that particualr country where she currently resides in.

But she cannot be permitted to stay with her spouse as per the revised laws of the constitution that clearly states that a green card cannot be granted to a person who gets married to the citizen of the state. She has to enroll herself for the same but not because she is Mrs...so and so. Such privileges are no more granted...it is purely on the basis of calibre

Two people can generally get married in this state. It does not matter if they are on visas or not. Marriage is controlled by states and not the Federal Government. If you want to get married, you only need to go to the court house, show your identification, sign some forms, and pay your money. You must have cash.

Of course they can. You would maintain the same status until you took the steps after marriage to obtain some form of permanent residence, if that is what you want. You would have to apply for adjustment of status through marriage.
