However, in some situations, such as in high school polo, this is not met. According to FINA rule 20.5, it is a foul "To take any active part in the game when standing on the floor of the pool, to walk when play is in progress or to jump from the floor of the pool to play the ball or tackle an opponent. This Rule shall not apply to the goalkeeper while within the goalkeeper's 5 metre area." Therefore, it is legal for a goalie to touch the bottom of the pool.

No you have to tread water, you play generally in a 7+ foot pool. In some pools you can touch though, the rules are just modified, like you can't touch the bottom if you have the ball or it's a turn over, things like that

Well i play competive waterpolo and im 12 so i dont touch the bottem, and when we pratice with the younger kids the dont touch the bottem ither. Only on game night after an hour the i love kids go in the shallow pool but there tolf not to touch the bottem

No. They can not touch the bottom of the pool. They are swimming or treading water the whole game. I heard the water polo team talk about this last week.
