Almost, but not exactly- water is 2 parts oxygen, and one part hydrogen a for every kilogram of water, you will have 111 grams of hydrogen, and 889 grams of oxygen. However, air is comprised of 78.09% nitrogen, 20.95% oxygen, 0.93% argon, 0.039% carbon dioxide, and small amounts of other gases. Oxygen, although the only gas we keep in our body when we inhale, is only 21% of the ingredients in air.

If there was a certain amount of pressure forming around the water, and the air is being pushed by some device there is a posibbility that the water can be held up by air
