Depends on how strong the wind is, how long the runway is, how heavily loaded the plane is etc - but generally, yes.

What gets a regular airplane off the ground is how fast it's moving through the air. If the air is moving with the plane - as in a tailwind - it takes longer/more runway for the plane to reach the airspeed needed to fly.
