Currently? No. But that's not to say that steps have not been taken to achieve this. Understanding something in the real world to a point where it can be predicted in an algorithm requires a colossal collection of data. Even then, the algorithms themselves aren't always correct and account for degrees of inaccuracy. A good example is life insurance providers. They use algorithms which evaluate people's lifestyles and family histories to predict their likelihood of death. A perfect life insurance algorithm would be able to predict how and when you would die. But for now they can make their 'best guess' on established data. The same goes for human behavior. I don't expect we'll ever be able to predict it mathematically. But statistics may be able to get us most of the way.
