Yes, if you get a good stem for doing that, and don't let the potting soil dry or stay wet. Take some new growth after it is stiffened with some previous stem, and sink the joint. Do a lot, because many will not take hold; and all will take a long time to make anything. But that is how nurseries do propagate plants. A lower branch of an Azalea can be put in contact with soil for a year and it will root especially where there was a leaf or branching stem. That will have happened by neglect on many varieties, and all such rooted stems can be transplanted for a strong but somewhat mis-shapen starter.
