There are only about 3000 seats in the Kodak Theatre (which is where the Academy Awards are held) so the invitations are extremely exclusive. Not even all of the members of the actual Academy are invited. For someone not directly involved in the film industry to have the opportunity to attend, you'd need to be the guest of someone who was invited.

The nominees for the Oscar Awards are generally selected by the 5 500 voting members of the Academy of Motion Pictures and Sciences. All 5 500 voters get to vote for the Best Picture nominee while others vote on other non specialized categories.

There is a limited number of tickets. The first tickets go to the nominees, then to Academy members- So after that tickets are hard to come by, and their price very high.
