To be honest, the Warden doesn't really develop as a character. Throughout the book she maintains the same rude, adamant personality, and constantly refuses to make the right decisions, instead choosing the complete opposite. Being the protagonist of the story, well in any story, they don't really develop as a character. Instead is shown as the never changing villain, and nothing else.
