They can, but almost never do. Bearded dragons are not large lizards, and it is difficult to find lizards smaller than the Beardie sutiable for eating. They will usually only eat other lizards if absolutely necessary.

Bearded dragons are opportunistic omnivores. Many Bearded dragon habitats are dry and sparsely vegetated, so food may often be difficult to find. As a result, Bearded dragons are capable of subsisting on a wide variety of food sources, including vegetation, some fruit like strawberries and apple, insects, Spiders, and the occasional small rodent or lizard. Their stomachs are large enough to accommodate large quantities of plant and animal matter. At a young age, Beardie's will tend not to eat as much vegetation as their adult counterparts. As a Bearded dragon ages it will eat more and more vegetables.

Through out my research on BDs, I have found some say you can give them chopped up pieces of cooked chicken. I do not recommend this though, it is not something they would naturally eat in the wild. Stick with crickets, meal worms, super worms and veggies.

Although a bearded dragon would probably try to eat a minnow, there are many better sources of protein for your pet than fish. Bearded dragons are best at digesting insects for protein. Minnows are oily and lack the protein ratio bearded dragons require in their diet, and it is likely that minnows would be difficult to digest because of their scales and bones.

More trusted sources of protein for your dragon include crickets, dubia roaches, wood roaches, waxworms, or superworms.

Though I have never personally attempted to try to feed one fish, fish are not part of the natural foods for bearded dragons in the wild. I wouldn't give fish to one.
