Nah, some bullies are just cowards or they're just jealous or they bully you because their parents do the same thing to them. To me, their is a 17% chance that bullies can become gang members.
Note: I said "to me" as in "my opinion" so you can either believe it or not, either way I doubt you would meet a bully in a gang member (no disrespect).
