Something is weird here!
No company can collect on one check twice.
If a Cr Card company somehow made an operational mistake like this - maybe the electronic type, first - the funds essentially are in your credit card it collected for - (so little harm) - second - they would likely correct it immeadiatley upon seeing 2 withdrawals were made on one draft authorization.
No check can be honored twice.
A bank that honors a previously used check should be liable. (However, as a check is kept by the bank that cashes it, how did the presenting party still have it to present again?)
SS funds can't be seized/garnished. However, once deposited in an account, they become indistinguishable to other funds.

Also the bank wants to be certain that in the event that the account is overdrawn, they are able to collect against you by having your signature on the contract.
