Damaged as in ripped or singed off eyelashes do tend to grow back
(as i have a problem with picking off mascara therefore sometimes taking the lashes off with it) only they will grow at a slower pace and tend to be weaker thinner and not so dark

I put mascara on and my eyelashes and they got all itchy, they do grow back but it could take up to 3 months or even 6months depending on how bad they got burned/plucked/ or whatever. It could take less time if it isn't so serious, or if plucking you don't keep doing it.
Try not to rub them either. I currently have barely any eyelashes, (and they're short), but they should be back by summer time I am hoping, earlier will be great though! =)
