Can you refreeze already thawed meat?
Frozen food defrosted or thawed in the refrigerator may be refrozen. However, the bacteria in food can multiply even at low temperatures. Refrigerating food will not stop bacterial growth: just slow it. So do not refreeze food that has be defrosted for some time even if it has been refrigerated the whole time. Freezing meat will cause a loss of quality as the ice crystals break cell walls. Freezing, defrosting and refreezing will make this loss of quality much greater, so be aware that refrozen meat (cooked or raw) will be of lower quality than once frozen meat. Also remember that freezing does not kill off the bacteria, so bacterial growth will pick up again once thawed. It may be better to freeze the thawed meat after it has been cooked. Refreezing meat isn't a good idea. But if you must, the meat should not have been old the first time it was frozen, it should have been thawed under refrigeration and then frozen again shortly after being thawed. Realize that the quality of the meat will be negatively affected. The flavor will likely degrade and the meat will be drier and tougher when cooked.

Can defrosted raw meat be frozen again once cooked?
Yes. But keep in mind that if it sat for any period after being cooked and prior to being frozen, it's crawling with bacteria (with safe food handling, most of this bacteria is harmless, but should the preparer not wash his hands after touching something it could have been inoculated with a hazardous bacteria). So the frozen "cooked" meat will have to be recooked once it thaws anyway, and most likely feel like you're eating an old shoe since most of the moisture was removed TWICE.
Can you refreeze raw vacuum packed meat?
It depends somewhat on the meat. However, most red meats and pork can be re-frozen with this caveat: the meat must have been thawed in the refrigerator. If it was quick thawed in water or the microwave, it should not be refrozen. It depends on how completely it was defrosted. If it still had ice crystals it was not thawed completely. If all of it got over 32 Deg F do not refreeze.

Defrosted raw meat can be refrozen and cooked later, but the quality of the meat will be notably reduced. If the meat has been at room temperature for more than an hour or so, bacterial growth may have been substantial, and then the refrozen meat may not be safe to eat later, even after being cooked. The best way to deal with defrosted meat that is not needed immediately is to cook it and THEN freeze it for future use. In theory you can defrost and freeze meat as many times as you want as long as you cook the hell out of it before eating. Each time you do it, more bacteria grow inside it, but the heat of cooking will kill them. However, the palatability of the meat decreases with each cycle and quickly renders the food inedibal except by the very hungry.

Can thawed shrimp be frozen?
It's never advisable to re-freeze raw meat once it has been defrosted especially sea food - the worse kind of food poisoning is from sea food. Shop bought shrimp are generally safe to freeze immediatly after purchase, but once defrosted, they are exposed to harmful bacteria which can spoil them, and therefore they cannot be refrozen.
