Dogs can distinguish between different colours, but they are also colour-blind as their eyes have a blue-violet range and a yellow-green range, similar to humans who have a red-green range. Instead of seeing the colors of the rainbow as violet, blue, blue-green, green, yellow, orange and red, dogs see it as dark blue, light blue, gray, light yellow, darker yellow, and very dark gray.

Dogs have a limited spectrum of color vision. If you throw a red ball into a pool, a dog will have difficulty recovering it. They can see blue, yellow, et cetera. They cannot see red, orange, or green. That's why dogs don't really react to laser pointers like cats do. Cats can see red.

well.. I have two dogs.. one will chase the red laser pointer, one acts as if he can't even see it.

Even though LED lights might seem to be something difficult to be seen by animals ,not all animals can see led lights but yes some can.
