I'm not up on Iowa law, but the ATF considers muzzleloaders to be exempt from firearms legislation, so you are okay under federal law as there are no restrictions on the ownership of these guns. Although local and state laws can be more restrictive than the Federal Laws, you should be okay if your right to possess firearms has been restored by the state.
To be safe you should check for any local or state laws, including hunting regulations, in any area where you intend to hunt. As always you should CYOA from a legal perspetive.
The state of Iowa views muzzelloaders as firearms thus prohibiting felons from possessing them.
No, not unless he has petitioned the Iowa court for a restoration of his firearm rights. ALSO - If he is a FEDERALLY convicted felon - NO - he may NEVER own or possess firearms including black powder arms.

I was under the impression that a firearm made or a modern made replica of a gun originally made before 1895 ( not sure on the exact year) is not considered a firearm, that's why you can buy them mail order, with no paper work or back ground checks, I have had several sent through the mail, no special box, no signature, just like buying a toaster. but they are considered weapons.
Added: The prohibition against federally convicted felons owning firearms is contained in the portion of Title 18 of the U.S. Code, which addresses the possession of firearms by convicted federal felons, and does specifically include black powder arms. To the the best of my knowledge it does not address GENUINE (i.e.: REAL) antique firearms, but if they are still capable of firing a projectile I'd be wary of having one. The fact that they may be shipped and dealt with without regard to signatures or background checks does NOT make them automatically legal for a FEDERAL convicted felon to own or possess.
Check out section 724 of the Iowa Code. through reading sections 7240.1, 724.8, 724.25, and 724.26 I would say that according to Iowa law a felon can not black powder hunt here.
Contact the US Attorney office in your area. Generally a felon is prohibited from possessing a firearm, and a black powder gun is a firearm. The US Attorney can restore your rights to firearm possession.
Convicted felons are prohibitted by US Code, Title 18 from owning "black powder arrms" which are specifically named in the statute.

The Black Mamba is a snake native to Africa, any Mamba found in Iowa would be a long way from home.
A convicted felon can get a CDL (but they can't get a hazmat endorsement). However, they would be best advised to ensure that they've found employers who would be willing to hire them once they obtained a CDL.
