You may have 4 dwarf hamsters in a cage but not Syrian hamsters because they will either fight to their death! Or mate.....

As in, in the same cage? No. One would likely kill the other. Can they live in the same house together, but in separate cages? Certainly.
It would matter in age,size,cage size and other variables, now lets say they are babies,very small, and the cage is huge, then yes. If they are adults,big,and the cage size is huge, then no. Maybe for the fact that they are really big adding in or the proven fact that even animals need what we call "personal space" when adults u may not put any animals together in one cage.

It all depends on how many rats you are getting. If you get one i think the cage can be a small one but i think it should at least have two levels. I live near a pets mart teat has a small two leveled cage. If you get two rats the cage should around double the size of the one rat cage. And so on.
