Can genes-dna be collected and stored for a designer child?

At this time we do not have the expertise to manipulate the DNA
to produce a designer child. We only recently have been able to
complete the human genome project. The DNA of primates match very
close to us and are just a few percentage points different than we
are. If we as scientists try for a designer child we can change
much more than simple wants but will make drastic changes and not
all changes are advantages.
Now for the storage question. It is possible but is it ethical to store human eggs and sperm for the purpose of manipulation even if it is much later?
