It is my understanding that either parent may take a child out of state without the others permission unless there is a court order specifically forbidding it. The premise being that your children belong to both of you collectively and separately and neither can deny the others right to do with them as you please. Your husband may get a court order for you to return them in your abscence and then that could create problems in the future.
To another state yes but they'll need consent to go out of the country. And the children should not be forced to go.
If you and your husband have been separated for over a year and he is not paying child support, you must consult a lawyer and have a custody agreement before taking the children out of state.

They either have to have the parental consent or a court order to get a marriage license.
Passing a child in school has nothing to do with parental consent. If the child fails to meet the state's criteria for passing, they can be held back.
If a wife deserts her husband, he may be able to legally divorce her without her consent. Each state has different abandonment laws though.
call adoption support for your state.
They are an adult at 18. They can move wherever the wish.
Each state have their own laws regarding marriage. In most states you have to be 18 to be able to do it without parental consent. With parental consent you can marry at 15 or 16 depending on the state and in some states you can marry at 15 without parental consent if you are pregnant or have a child.
No. You are not allowed to get married below 16 even with parental consent. Without parental consent you have to wait until you are 18.
