Yes. It is a fungal infection. It can be on other parts of the body, but there are other names for it. Typically, for the crotch area, the condition is called Tinea Cruris. On the feet (Athlete's Foot), the condition is called Tinea Pedis.

Jock itch is an easily curable fungal disease; you can purchase creams, sprays and powders over the counter. Allowing the infection to continue will not cause impotence, however, the discomfort from the infection could make you not have romantic feelings or have an erection. If you've been stricken with impotence at the same time as you got jock itch and you have never been impotent prior to having the infection, then your impotence could be psychogenic/emotional. If, on the other hand, you've had impotence off and on, you should probably visit with a urologist to see what the cause may be. Urologists can give you peace of mind and if it is physiological, there are some very good treatments available.
