Generally speaking, one cannot try a teenager as an adult simply based on the severity of the crime. While different from children (mentally and biologically speaking that is; legally speaking they are "children" until 18-21), neuroscience clearly demonstrates that the teenage brain is far more impulsive and simply do not have the same level of impulse control as fully-grown adults. Their frontal lobes simply do not work as well, and hence they end up succumbing to their impulses and doing tons of stupid things. This does not mean that teenagers are incapable of adult-levels of reasoning, which is why depending on the circumstances they are so-called "tried as adults".

No. Everyone has the right to a fair trial and trying them as adults would in that case be a part for the punishment since it would not be fair and a disadvantage for them. Just because the crime is violent does not make them as developed and mature as adults.
