Short answer - No. Oil is hydrocarbon, Ice is water.

If you mean - "Can an oil turn to a solid?" then the answer is yes - under certain circumstances.

For modern engine oils the temperature at which it will solidify is quite low (-20°C) and can be made even lower by the addition of pour point depressants. As a comparison Jet Fuel (AVTUR / JET A-1) has a freezing point below -70°C.

Oil is a very thick liquid, therefore, there must be larger particles. Oil doesn't necessarily react to cold or hot temperatures. If it was to react, it would take quite a long time. Water, on the other hand, has very thin particles, there for it mixes into the icecube which forms, well, water.

It can freeze. Any substance can melt or freeze at the right temperature and pressure. But it can't turn into frozen water, commonly referred to as ice, unless a chemical reaction occurs.
