Parents can either call the cops on you, or for you. They can call the police and tell them that you are to hard to handle as a child. The police would probably contact Child Protective Services, and they would either place in a home where you are easier to maintain and watch. They could also put you in Juvenile Hall if you break more serious rules. They can also call the cops if they didn't know where you were and the police would find you. The police would probably call the DSS (Department of Social Services).

Can the police do anything to you if you leave home without permission but leave a note and call in North Carolina?

Even if you leave a note and call, you're still absent from home without parental permission. Therefore, you are a runaway and your parents can take action to have you returned back home. NC does allow a minor to petition for emancipation at 16. You'd have to prove that you are capable of fully supporting yourself and that emancipation is in your best interest.

No, parents have full responsibility of you until you are 18 regardless of curfew. If you leave your house without a parents consent they can call the police to come get you. The only way you can leave the house without your parents consent is if you were to get emancipated, which in simple terms is the same thing as if you were to turn eighteen.
