Generally this is not allowed, as the Orthodox Church only accepts marriage between Orthodox Christians as the correct way. However, especially in Western countries, some Orthodox Churches will allow a mixed marriage to take place, for example between an Orthodox and a Catholic or Protestant, so long as the couple agree to baptize and raise any children in the Orthodox Faith.

No, they can attend but not participate in the wedding service, as this can only be done by an Orthodox priest. The Orthodox Church is not in communion with the Protestant or Catholic faiths, therefore ministers or priests from other faiths cannot participate in an ecclesiastical way, but they can attend the wedding ceremony as guests.

Most likely. Marriages between a Catholic and a baptized Christian are considered sacramental just as if two Catholics were married to each other. To marry outside the Church in another Christian church requires special permission of your Bishop. It can be acquired by first talking with your priest and is not an especially difficult thing to obtain.
