Neon can be a plasma but is naturally found as a gas.

A plasma is another state of matter such as a solid, liquid or gas. It occurs when a gas is ionised (the splitting of electrons from their atoms). So for example in a neon sign a voltage is applied across the neon gas which gives the electrons enough energy to break from the atoms and the gas becomes a plasma.

What most people would consider a 'neon' sign may or may not actually have neon in it. The way a vapor lamp works is that outer electrons in gaseous atoms become excited, then fall back to a lower energy level. This releases light. The color of a true neon vapor lamp is reddish-orange. A yellow 'neon' sign has sodium vapor. A purple 'neon' sign uses hydrogen.

Not all "neon" lights contain the gas, neon. The term is somewhat generic and is used to refer to discharge lamps that might contain a variety of gasses to produce a variety of colors, especially in the once popular "neon" signs. Neon gas, itself, produces a crimson-red color.
