During the Civil War, Abraham Lincoln was in a situation where that occurred. But since we do not have a civil war in America, it is doubtful that President Obama would have to deliver such an order. What he might have to do (and this occurred during the civil rights era under President Eisenhower), is call out the National Guard to help maintain order in a state where there were serious riots.

However, he does not have the pwwer to declare war, only Congress has that power.
