Yes, it seems they can, since Truman started the practice, The Constitution seems to make it clear that only Congress can declare war, but recent presidents send in troops without declaring war and expect Congress to go along and find the money to keep them there as long as needed and replenish the arsenal . ( Already, Obama has okayed the firing of 125 Tomahawk missiles at $1 million each and lost a $30-million war plane. )
