The answer to your question is that a person should only leave home at 16 with their parents consent However if they leave home with out it they wont normally be forced to return provided the Police know they are safe. In some circumstances the Parents can make the child a ward of the court and the court will then make decisions on their welbeing IE if at 16 achild leaves to livewtih and older Adult in a relationship.

This is the advice given to me as a youth workedr By the Police and a solicitor.

Short answer: No.

Once you are 18, the law says you can leave home without your parents' or guardians' permission. If you are 16 or 17 and you want to leave home, you need your parents' official consent. However, if you leave home without it, you're unlikely to be made to go back home unless you are in danger. Even if you do have permission to leave home, it's not usually a good idea to go.

You won't be legally entitled to a tenancy until you turn 18, so you're likely to have problems finding a place to live. It may be possible to get someone to hold the tenancy on trust for you until you turn 18. This can be the landlord or another adult, such as a social worker if you have one. If you're under 18, a landlord may require a guarantor, who would be liable for the rent if you failed to pay it.

If the parents say it is OK for the 16-yr-old to leave, then yes, they can, but if the parent doesn't they can file a lawsuit and then it wouldn't be okay, because 16 is underage so they're technically not allowed to choose their house unless they're an orphan or they're parents are in jail or something.
