This is a question that could have many different answers. Iggy Pop is an icon and one of the godfathers of punk. Sid Vicious is instantly recognizable and often the "gateway drug" into punk via his band the Sex Pistols. John Doe and Exene Cervenka from X would have to be considered. (Their voices are two of the most heartbreaking of any in music, and their songs transcend any one genre.) Joey Ramone from the Ramones is at the top of many people's lists. Jello Biafra of the Dead Kennedys is a great performer and lyricist and has a singular voice. Love him or hate him, Henry Rollins during his Black Flag days is often seen as the voice of hardcore punk. (Read the fascinating book Get in the Van for insight into his life at that time.) Kathleen Hanna from the 1990s Riot Grrrl era is a powerful and influential singer. Some other considerations would be Ben Weasel (Screeching Weasel), Billie Joe Armstrong (Green Day) for pop-punk, or Joe Queer.
