That depends what you mean.

Can you move your hand around like when you knock a door? If that is what you mean, no. However, if you're talking about moving your fingers as in moving your hand, yes, you can.

Yes you can. You can rotate your wrist and move you hand. But it does depend on the break but do be aware that if you do move it you can make it worse.....

What can you do for entertainment with a broken wrist as a pre-teen?

See what you can learn to do with your other hand. If the broken wrist goes to your writing hand, see how good you can get writing with the other one, or otherwise developing its dexterity. (You could try bouncing and catching a ball... but be careful about your broken wrist.) If it's not your writing hand, you can still develop your dexterity farther.

See a physician. If you can move your hand and wrist, the damage probably isn't too bad (though it may still be fractured or broken). Try not to move the arm around too much to aggravate the injury and as soon as you can (immediately) see a physician.

Most often the reason for a broken wrist or even both wrists to be broken in a car accident is because the natural reaction is to "brace!" A passenger puts both hands against the dashboard, then the impact forces the wrists into a hyper-extended position, which can break the small hand bones and break the wrist bones.
