Yes you can, but it'll be later on in the game, after you catch Ho-Oh. Then, you can get the silver wing (Talk with the person in pewter city standing on the platform to the right of the poke mart.), go to whirl islands, go to the island on the farthest to the right and on the top (Cave B), enter the cave and and go down the ladder that you find at the top right of the cave (Ladder B). Follow the path to the next ladder (Ladder H) and you will almost be done, One more thing, Lugia will be level 70, and there will be 2 arches, the first one has a rare candy. I would recommend dusks balls to catch Lugia (get from lady at the safari zone who has a butterfree next to her) instead of ultra balls. Hope this helped you.

∙ 11y agoYou need to go to Kanto. There is an old man in Pewter City who will give you the Silver Wing, then you can to to the Whirl Islands and catch Lugia there.

∙ 13y agoNope. The game never got up to Pewter City, which is where you get the Silver Wing that is required for Lugia to appear. Sorry.

He just isn't as powerful as the Ho-oh that you can catch.
as with SoulSilver, you can catch Ho-oh but it won't be as powerful as the Lugia.

You can't get Dark Lugia in Pokemon Silver, Gold, or Crystal. You can get Dark Lugia in Pokemon XD though. For Pokemon Silver, Gold, and Crystal it is just the regular Lugia.
