You can't you need to get the super rod and (On Diamond And Pearl) go into victory rode and fish.But unfortunately Feebas is only in 4 spots in all the ponds down there so its very frustrating.

∙ 13y agoYes, you can catch feebass with any rod. But i'd recommend to use a old rod because with other rods you will find too many trash pokemon.
