Absolutely not. Alcohol will interfere with the anesthesia. If you drink more than a couple of beers a day you should discuss this matter with your surgeon IMMEDIATELY. Going into withdrawal in the recovery room would not be the high point of your week.

No its not a good idea to do that because if you drink too much beer before surgery you will cause mental issues which will end up getting learning difficulties.

Not if you're on pain killers, especially any containing acetaminophen. Ideally, alcohol should be avoided during the recovery period.

No. Generally before surgery you can't have anything at all let alone wine. My dad once had a mint because his mouth was dry and that resulted in a delay of his surgery.
