As a general rule, if a dirt bike doesn't come from the dealer with a license plate holder, it is intended for off road use only. If being operated on private property with permission, a license isn't needed.

In Michigan, motorcycles are defined as any two- or three-wheeled vehicle with a gasoline engine bigger than 50cc, and a seat or a saddle. To ride one legally on a public roadway, it needs to be registered and insured and you need an endorsement on your valid driver license.

Well in Indiana one is allowed to drive a moped on the streets. As long as the engine size isn't too large then they can drive it without a license. It has to do with cc size of the engine. Worth looking into. Good luck.
