You can tell by riding it. The 2002 RS 50 has a six speed (1 down 5 up) box and when derestricted is easily capable of 60+ mph. A restricted 45 mph is feasible, but note that under UK laws this class of bike, restricted, should not be capable of exceeding 30 mph (50kph).
