The biscuits that I am familiar with are basically bread and would not pose a food safety hazard if consumed after being left out all night.

You can't divide 23 biscuits by 2 children fairly without breaking one in half. So you take away one biscuit leaving 22. This means each child gets 11 biscuits each (11+11=22) and there is one left over. But a child probably shouldn't eat 11 biscuits in one sitting, what with a rise in childhood obesity and all!
If it has not been sitting out all night on the counter a room temp. then it would be ok to eat. But if it has been sitting out al night then you shouldn't eat it.

It's not a matter of can, but should. And no, they should not eat them at all. Treats should consist of certain fresh fruits/vegetables, cooked and unseasoned poultry, and certain insects like mealworms.
